Elite Drone A.I.'s are used as a production component in the construction of the "augmented" named drones, released (with "integrated" ones also) in Trinity. There are other specialized components which themselves drop from within the Rogue Drone regions as do I suspect the required blueprint copies do, too. They cannot be invented, only produced from dropped blueprint copies, according to what I've learnt.
The "integrated" are basically an improved T1 model, the "augmented" an improved T2 model, based off the T1 and T2 drones respectively. The "integrated" require the same skills as their plain T1 counterparts (light, medium and heavy) and the same goes for the "augmented", which are needing the equal levels of skills for the matching plain T2 drones in each respective class - light, medium and heavy.
I was lucky enough to stumble across someone actively trying to produce these drones and was fortunate enough to acquire a set of 5 "integrated" Warriors, at a suitable premium. Attractive as their stats may be, they currently make very nice paper-weights in my hangar, heh. The seller noted they were yet to come across "augmented" drones, anywhere. I observed the initial spike in Elite Drone A.I.'s prices after Trinity seemed to drop off fairly quickly. Since it seems virtually no one could really do anything with them because of "augmented" rarity (maybe due to people finding blueprint copies keeping them for themselves?), I expect that is why - the speculation died down.
However, since they were only able to be listed on contracts, I can't be certain.
I recall just before Trinity that I bought up a fairly large number of Elite Drone A.I.'s off on contracts, where their value had declined considerably - doing so simply as a wild guess. Then when I threw them up for a rather high (downright silly, in fact) price (still a few days before Trinity) - I then got a comparably offer and sold them privately for about 80M ISK profit. The timing seemed very odd but the profit was nice!
